The story of 'Phool Aur Kaante' is an emotional story where at times there is no love and at times love blossoms at first sight. Ajay (Ajay Devgan) is loved by one and all his college. When he sees Pooja (Madho Raghunath) he falls in love with her. Rocky (Arif Khan) is the son of Ex-Minister and Chairman of the college Mr. Tiwari (Suresh Chatwal).

Ajay, the son of criminal leader Nageshwar, leads a peaceful family life. However, when the rivals kidnap Ajay's son, Nageshwar forces him to join the life of crime to rescue his child.
Nageshwar is a criminal don and have an only son, Ajay who is quite apprehensive about his dad's criminal empire and wants to shape his own destiny - one that is of peace and love; while Nageshwar wants Ajay to carry on his tradition by taking over from him.
