People lost other files if they installed steam on desktop for example, and then uninstalled it. So as long as this didnt change, steam will delete all games in its folders if you uninstall steam
It won't uninstall your games. When you reinstall Steam, if you navigate to the folder where your Steam games are (for example: "SteamLibrary" in my case) you'll see all the games are still there.
