This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.

Once you are ready, plug the USB drive, go to Settings > Update and recovery > Recovery > Under Advanced startup click on Restart now.
