In my experience, I don't see any performance issues unless I deliberately try to force Wallpaper engine to cause one by using a CPU intensive wallpaper and tweak the settings to use extra resources. Under normal use, its' impact is anywhere from negligible to unnoticeable.
The program (once installed) can be run without steam. You might be able to just copy the folder from your steam library off your home computer and onto your work computer, though I'm not positive if that'll work.
