Right click game>select properties>Local files tab> Verify integrity of cache. Mine says game files, and not every game supports cloud saves on Steam

You should make backups of the saves you care about, you can use this software to do it: http://www.gamesave-manager.com/ Or look on pcgamingwiki.com or google.com where the savefiles are and make a backup yourself.
If the games do not have Steam Cloud, you may need to manually back up the saves (Some games don't remove the saves if you uninstall them, some do). You may have to research each game to figure out where it keeps it save and back it up just in case.
