If you contact Steam support and tell them you are trying to check if a CD key is valid, Steam Support can tell you if they're valid or not. Just tell them you're trying to give a key to a friend and don't want to risk giving them a used key or whatever.

Aug 11, 2018 · It is not just alpha-key or beta-keys revoked.. but keys for full games that were obtained through unauthorised resellers can and have been absolutely revoked. So only buy from authorised resellers, which are listed on http://isthereanydeal.com if you're looking for a deal from a legitimate site.
Well, I already found out that you can ask Steam directly. This isn't my submission, but was given this as a screenshot to show that Steam will let you know if and when the key was redeemed. Someone in this thread mentioned Steam usually responds within 2-18 hours, but not sure how accurate that statement is.
