Yes, use your plat to buy well priced 1 and 2* gems and upgrade all of your 1* gems to rank 5, then upgrade one or two choice 2* gems to rank 3, then save all of your plat to buy a 5 star (3/5* if you can since they tend to not be much more expensive then a 2/5) and feed one of the gems + power into the new 5* to get it to rank 2.
Yes its better to gamble it - 16000 platinum will buy you a 10 leg crest rift. Now you just gotta hope you can find something with more value in there, so you can gradually get richer. But the odds arent very good.

So you can choose, either supercharge your 1st warframe & weapon, or buy slots. I'm going to help you with your decision.
