You first have to become a dictatorship (there should be a decision to proclaim a dictatorship). From there there's another decision that lets you become an empire (at least according to the wiki). It's a research, it acts like a mission tree almost. You will need to have the extended 5 year terms, then the research puts it to the indefinite term.

Mar 6, 2022 · Aragon got pretty nice mission tree for that. Byzantium is a pretty strong choice. For correctness, Byzantium, because they are Rome. For tryhard mode, Trebizond or Theodoro. Madlads can do WCs with both so it is possible. For ease of use, probably France, Aragon, Castile, or Poland. Aragon is more fun than Castile.
