Richard Mervin Bissell Jr. (September 18, 1909 – February 7, 1994) was an American Central Intelligence Agency officer responsible for major projects such as the U-2 spy plane and the Bay of Pigs Invasion.

Richard M. Bissell, Jr. Whoever chose the title called it Reflections, and Bissell is indeed reflective. But he is only rarely introspective, except about the Bay of Pigs. We do learn at the end that he considered his career opportunistic: I had no grand plan for advancing myself or any offices to which I particularly aspired.
Dr. Bissell, along with Dr. Charyk, served as co-director of the NRO from September 1961 to February 1962. He established streamlined practices for aerial and satellite reconnaissance and developed strategies for peacetime surveillance of denied areas.
