Oct 10, 2024 · ThrottleStop only works properly for me when set to High Performance mode. That is correct. That is the best way to keep Windows and ThrottleStop from fighting over control of the CPU speed. Setting the Speed Shift EPP to 84 makes it so the CPU isn't locked at 3.5 GHz. So it is locked to 3.5 GHz when under load and is not when not under load.
