This setting in Windows 11 is at Windows Settings > Apps > Advanced App Settings > Choose Where to get apps > Anywhere. If that's already set then you may have bought a PC that has S mode, which only allows Store apps to be installed.

Click on Run this troubleshooter. Follow the onscreen instruction until the process completes. Restart the computer if needed then try to download the app again.
