After I did that I got an email that stated the following: "You are welcome to rejoin our community at any time. When you rejoin, you can request a new Microsoft 365 trial developer subscription sixty (60) days after the date on which your subscription was deleted."

I would suggest you to please wait for some and try to login from different device and different Network.

I found this thread that tackles about on how to renew your Microsoft 365 developer subscription, you can log in with the administrator account to your subscription on the portal. You can use the same credentials to logon to as well and manage the users from Azure AD portal.
