I was able to get Bluetooth to work using a USB adapter ( IOgear Bluetooth USB adapter ) Bluetooth service worked Out-of-the-box Vanilla with the IOgear bluetooth adapter.
Jan 8, 2023 · The 21.10.1 packages provide the 18.33.17.1 driver for the 7260 and 3160 series Wireless modules/cards. This is the last driver update that Intel released for these modules/cards. It provides (amongst other things) support for Windows 10 and interoperability with WiFi 6 Routers (this latter capability is what has drawn the most customers).

If it has an Intel driver associated with it, then uninstall it, choosing to (checkmark) Delete the driver software for this device. Go to Step 5. Oct 28, 2015 · Service 'Intel Bluetooth Service' (ibtsiva.exe) could not be installed. Verify that you have sufficient privileges to install system services. Previous to upgrading to Windows 10 the Intel driver update utility upgraded the bluetooth drivers several times without problems. I tried to manually run the installation as Admin but that didn't help.

In the Device Manager window, locate the problematic Intel Bluetooth device under the "Bluetooth" or "Network adapters" category. Right-click on the Intel Bluetooth device and select "Properties." Go to the "Driver" tab.
