This fits with my feeling as a native speaker, too: in or during for a range of time like a week, month, or season ("in the last week of August"); on for a specific day ("on August tenth"); at for a specific time ("at 4pm"). "Last" week can be used for the "past" week, if the implication is that the "past" week" is the last of all weeks up to now.

Oct 1, 2019 · In my opinion "starting on" and "till" don't really go together so I wouldn't use option 1. The phrasing "on leave from X till Y" can be misinterpreted to mean that Y will be your first day back at work, so I wouldn't use option 3 without adding "(inclusive)".
