You can go to the bottom of osu!lazer options (the debug one) and click "Import files" and navigate to your skin file from there. 2. You can import all of your skins at once, using the "Import skins from stable" button (located in the bottom aswell).
If this ever happen, go to the Skins\SkinName folder to check if osu somehow created duplicated folder mentioned above. If this is the case, simply move everything from the duplicated folder to where they should belong, so that all the skin elements sit in osu!\Skins\SkinName\
