The only prepositions that are used with inspire are by and to (although to is always an infinitive marker, not a preposition really). The films were inspired by Shakespeare's plays. Shakespeare's plays inspired them to make the films.

The original says that they were inspired, describing their state in the present, and we would, as I have said, interpret "inspired" as an adjective.
