Your solution works to start the game, but it still freezes when Ron meets the first imp. My solution is play to that save point, then close the game, use configsys in search, tap the boot tab and set it to safe boot. Restart, play the HPPOA from the steps leading up to the imps, play through to the next save area.

Minimize the game and then launch Dxtory as administrator. Choose Harry Potter and the Prisoner of Azkaban from the profile. then go to the "Advanced" tab. Check "Limit video fps: 60". Now back to the game, load the game from the previous checkpoint, enter the chamber, the IMP should now throw candy bombs at you.
