They aren't common, and are (almost) invariably thrown away by purchasers who mostly just regard them as another piece of waste packaging.

Yes, it means checked for fingerprints, which is done (or used to be done, at any rate) by applying dust to the surface so the fingerprints become visible. The expression is well known, although of course there is not much opportunity to use it in everyday conversation.
