Go to Settings > Apps > Search "Photos" on the list > select the Microsoft Photos app > Advanced Options > run the Repair option, if does not fix try the reset option. I think you are referring to the Windows Vista version of Windows Movie Maker 2.6 that is basically a CPU-only version using the XP code for those on Vista that didn't have a powerful enough GPU. Microsoft's new Windows 10 'Video editor' is really just the Photos app in disguise. Open Photos App then on the upper right corner, Select New Video. If you don't see that option. Make sure your Photo app version is updated. Open Microsoft Store > Click 3 dots on the upper right side. Select Download and updates > Get updates.

Although the only dropdown bar is "New Video" which has three options which are New Video Project, Automatic Video, and Import Back up.
