Right-click on Print Spooler service, select Properties, select Stop. After the Print spooler service is stopped, try and re-enable Print to PDF. After enabling Print to PDF, restart the print spooler service.

In addition to installing a PDF printer, PDF readers are free, easy to use, and they can handle all but the most advanced tasks involving PDF documents.
