For gaming features in Windows 11 N you will need to install the Media Feature Pack and then Gaming will appear in the Settings app. Open the Settings App, then go to Apps - Optional Features - Add an Optional Feature and from there, install the Media Feature Pack. Then, restart (not shut down) your PC.
