Are you sure you have the cape settings on? also, how do you know you are not seeing other people's capes, if well, you aren't seeing them. Not everyone has donated to optifine. (:P) The allow capes option should be in multiplayer settings. If you don't see your cape you should turn it on. And last, but should have been first,
I have 2 minecon capes on my minecraft account and I want to change to an older one.

Jul 24, 2013 · You need to attend a special Minecraft event, like Minecon to get certain capes. You can't purchase capes. The only capes you can actually "buy" are that of Optifine capes, but only users of Optifine can see them. Not many events give out capes, only Minecon are ones I can remember.
The next Two Rarest Capes are the Pride Progress and TikTok Capes as they are only available in certain Regions, which limit their claimability and use. Then is the Vanilla Cape, as most Java Players don't like Bedrock and Vice Versa from my experience, so Owning both copies of Minecraft before a cutoff date to allow players to get this was likely not met by too many people.
Jan 7, 2010 · I just uploaded a new version for 1.12.2 with the following changes: Added cape GUI again; Fixed issue that caused capes to download every tick, causing the game to lag.
