So basically, if someone knows your IMEI number and only your IMEI number they cannot do much damage. I am asking this because someone i know went through the about section of my Windows Phone and could see my IMEI and my SIM ID (which I changed since). So the only thing they have at their disposal now is the IMEI.

The problem is that you most likely do not have access to this information unless you work for the carrier, and typically these guys don't care about your stolen phone enough to disclose this information. An IMEI number is used to identify a phone and is bound to each individual device, much like a MAC address is unique to a network interface an IMEI is bound to a device. Unlike a MAC address it does not exist in your network stack. IMEI stands for International Mobile Station Equipment Identity.
