The Kyoto Protocol also established a rigorous monitoring, review, and verification system, as well as a compliance system to ensure transparency and hold Parties to account.
The Conference of the Parties serving as the meeting of the Parties to this Protocol shall periodically review this Protocol in the light of the best available scientific information and assessments on climate change and its impacts, as well as relevant technical, social and economic information.

Under this treaty, 37 industrialised countries and the European Community committed to reducing their emissions by an average of 5 per cent by 2012 against 1990 levels.
