They will trace back the ip to the ISP, the isp will have information that will allow him to correlate the ip with a network session and a session with a contract (SIM CARD / IMEI) / person. The contract will have your information. In Europe all mobile phones / data cards need to be associated with a person since some years back.
So basically, if someone knows your IMEI number and only your IMEI number they cannot do much damage. I am asking this because someone i know went through the about section of my Windows Phone and could see my IMEI and my SIM ID (which I changed since). So the only thing they have at their disposal now is the IMEI.
Oct 23, 2016 · If we are talking about a "wiretap," then the tracking is being done at the telco and as long as you maintain the same phone number, regardless of SIM or phone, it will get captured. If we are talking about false mobile towers, like Stingray devices, then you are being tracked by multiple factors; SIM, phone number, IMEI, etc.
