In the <frame> tags inside the <frameset> tag you have to use the attribute name for the frames, not ID, like this
Frames have been deprecated because they caused trouble for url navigation and hyperlinking, because the url would just take to you the index page (with the frameset) and there was no way to specify what was in each of the frame windows.

Apr 23, 2018 · <frameset> is deprecated, and not supported in HTML 5. I strongly advise against using it. What exactly are you trying to achieve by using framesets? 'partials'? Could you please update your question to clearly indicate exactly what you're trying to do? Regardless of what you're trying to do, there's definitely a better approach to your problem :)
