I was in the next class, not where the incident was taking place. This hysteria turned into a panic when a boy (FUCKING IDIOT!!) saw an army personnel in the grounds.

Back when the villain archetypes were revealed, before even the City of Villains beta was out, it was made quite clear that Masterminds were designed as the counterpart to Tankers. They were never designed as a DPS archetype, but an aggro control one.
