I am experiencing this on Dell Latitude E5450 with W10 Pro, 21H2, 19044.2364, and 2 finger scroll (2fs) does work for browser and Office document scrolling, but I have a file explorer (=pre W10 windows explorer) window that the scroll will work for a while and then just stop scrolling.

In order to resolve the issue follow the steps below: Look in the sys tray, (lower left corner of screen) and open the icon for the touchpad by double clicking.
