Even the Institute of Tax is getting in on the act, suggesting a change of designatory letters from ATII to CTA to reflect the title, Chartered Tax Adviser.

As others have said the complaints procedures would be explained in the letter of engagement and also indicate the professional body.
Jun 26, 2014 · Now here's the real kicker: at this point i had 4 years post qual, 6 months in industry (ACCA approved), 3 years for an IFA, and 6 months at what turns out to be for a fraudulent accountant. ACCA will only accept the 6 months at the ACCA approved employer and the 6 months at the fraudulent accountant, because they were chartered accountants.
