Never submit through any job portal, always pass your resume to someone in a company you are looking for and who knows you. Referrals are the best way to go when looking for work hands down.
There's a GCP portal. You can find the link from the Accenture Portal. But it will only show no or 1-2 positions for which we may not be qualified. If you are working with a client which is based out in these countries you might be able to give it a shot or by persuading your onshore manager but it's really tough.

I doubt anybody has seen the contractual bonus maxed out. I recently received an offer from Accenture India with 27% variable component.
