Almost always, accounts that are hacked by someone you don't know will almost immediately be permanently banned by Riot, usually due to botting and sudden obvious IP changes.

K3L444. •. Hey, qick update, I got some of the emails after a few days with the date and time of when I requested the emails on the riot website. I figured it might just be an issue with my email since on another account connected to a gmail adress I get the verification numbers instantly.

Now I recover my account with help from riot, and change my email back to yyy@yahoo.com, and set up the new password. All the hacker has to do is go to his email (xxx@yahoo.com) and click the recovery link that is already in his email, and he is able to change the password. Wow then this is plain dumb on Riot's part.
