I answer: Instead of using the Microsoft Authenticator you can use other software that runs on Windows and has the same purpose - generating time-based on-time passwords. I gave an example - the TOTP Authenticator from Microsoft Store.

Dec 2, 2023 · I am unable to get it to work on my (Telus) Google account on my PC however in the Outlook email app (provided seperately at the microsoft app store, and Not the Office 365 version). Please note that the Telus Google account I refer to was an account transferred over to Google by Telus in Canada who used to supply and manage email addresses.
Oct 11, 2023 · If so, you can then go to https://account.microsoft.com Sign in > Security > Advanced Security Options, from there you can add the authenticator app option, so it will generate a QR code for you to scan with the app on the new phone.
Aug 16, 2019 · Choose Set up Authenticator app and it will open a pop-up box with QR code so that you can configure the app on your new device. If you cannot access your account via browser, please contact your Office 365 admin and disable MFA for you and remove the lost device.

It seems like, you trying to sign in to your Microsoft account on a laptop but is stuck in a loop with the Microsoft Authenticator app. you have deleted the app after completing the Microsoft Power Platform program and later reinstalled it on a new phone.
