Nov 1, 2021 · Windows has always had poor PDF support and that does not seem to have improved in Windows 11. I have tried both the built-in "Windows Fax and Scan" app and the "Windows Scan" app from the Windows Store. Neither of them will scan multiple pages to a PDF file which seriously is the most basic requirement for a scanner app in 2022.
If you've successfully opened both PDFs in Word, you should be able to copy the content of one and paste it at the end of the other, then save the result as another PDF file. If you need to keep the pages separated, press Ctrl+Enter at the end of the first page before pasting the second page. Another solution -- more work to start with, but ...

Some printing services charge per document as well as per page so combining PDF’s can save a little money. Ever since Word got PDF import features, it’s been possible to use Word to split or combine PDFs. Just open the PDF in Word and tinker with the pages.
