so what? the accepted answer doesn't do ease-in-out. the original question (and my answer) was posted in 2011, and I'm pretty sure Twitter's glowing borders weren't easing in and out either. further, the question doesn't focus on the ease-in-out, rather on how to make the border glow with rounded corners, which I've answered.
I want both inner and outer glow effects, which look similar to the Photoshop's blending options. But I only managed to make the outer glow, if I set BlurMaskFilter.Blur.INNER or other value, the whole image is blocked, instead of just edges. Despite I set "FF" as alpha value, the glow color is still very dark.

May 5, 2011 · If you open google chrome and open multiple tabs, you see the effect by hovering over a background tab. The pointer will have an "aura" effect which follows it around. To clarify, I'm NOT asking how to make the entire tab glow a lighter color, I'm asking how to give the pointer the effect within some specified radius of it.

Aug 31, 2015 · ..to be a glow effect added, if they're left empty or they delete the data and leave it empty I'd like for the glow effect to turn off.. You can check if the input has been left empty by simply checking the length of the value. However, to check if the input has been entered and then deleted you will have to keep a flag to keep track of that.
Jun 19, 2012 · i get inner glow effect with this thanks for your help. as i already mentioned i need to have both inner glow and outer glow together.if i include " -webkit-box-shadow: inset 0 0 30px #00f;" along with -webkit-box-shadow: 0 0 30px #00f;i can only see inner glow but not outer glow.
Mar 2, 2016 · You need to use a combination of the border-radius: property and the :hover pseudo class to get the desired effect. Basically, set the images border-radius to 50% - this will make your image a perfect circle.
