The catalyst might be dead from excessive fuel, not the other way around. Forget about the cat for now. Tale the vacuum hose off of the fuel pressure regulator with the engine running. Plug the air leak with your finger and see if fuel leaks out of the regulator.

They haven't made a decent cleaner since they stopped making the Genie 3000 about 8 or 9yrs ago and not a decent chlorinator since they bought out Clearwater years ago too. Sounds like an issue with the ciruitry within in the unit by the description you have given here with the chlorinator issues..especially since you say that all works fine when you put it on super chlorinate.
