0. this might be old but characters encoding issues in compound path pdf are still an issue today I solved by. open unsearchable text file with illustrator. Save a Copy as pdf with preset Smallest File Size. then open file with acrobat. Scan & OCR > Recognize Text with your settings. now search ⌘ + f should work.
However running that same original PDF through Adobe Acrobat Pro's Document > Reduce File Size function, the resulting compressed PDF can successfully copy and paste text. So, this is not totally helpful in your case, presuming that your PDF file was received from elsewhere and you can't get to the original version, if it was indeed compressed in some way.

Feb 5, 2023 · I used to be able to print or save various sources (Word, Gmail, web pages) to PDFs with "normal" text. This is no longer possible. Instead, all text is being treated as objects. It may or may not be related to the problem, but around the same time that "normal" text was disabled, the cursor changed from a vertical bar to a hand.
Jun 19, 2023 · 1. If this pdf is not an image, use pdftotext command. It is built-in utility in Ubuntu. If the pdf is an image file, you need to convert it to jpg and then recognize it with tesseract. convert-im6.q16 -density 300 yourfile.pdf yourfile.jpg. tesseract -l en youfile.pdf.

What you see isn't necessarily what you get with PDF, the text that you copy from and the image that you see are two different things, and in many cases that text is just an OCR reading of the image, which probably doesn't recognize the non-latin ...
