For most games, Steam can recognize a previous install. Just move the install directory into a current Steam library (steamapps\common) folder. Then, when you go to install it, choose that library folder; one of the first steps of the install progress dialog should say something to the effect of "discovering existing files".
Begin the installation process to cause Steam to recognize existing files. Games may appear uninstalled when Steam no longer recognizes the installation files. As long as the affected game's folder is still in the proper location, attempting to launch the game will prompt a download.
My current workaround is to manually add the .exe file as a "non-steam game"...strait from /commonApps. It's sub-optimal as I won't get any auto-updates or achievements, and getting back to running it properly is a decently high priority.
