If a save is located inside game's instalation folder, when you unninstall the game, all save files stay there. I'm not sure about deleting steam since lots of game saves are located in \Steam\userdata\your user number\game folder (numbers).
If the games do not have Steam Cloud, you may need to manually back up the saves (Some games don't remove the saves if you uninstall them, some do). You may have to research each game to figure out where it keeps it save and back it up just in case.
