The card was in use in Steam for 5 years before that. Otherwise create a support ticket with Steam and they can confirm the issue.

   The reason your debit card is not working on steam Visa / Master card is because you are trying to do a INR transaction without OTP. This is not allowed by RBI. It won't be classified as a international transaction.
