I fixed the issue by going into the Nvida control panel and forcing NFS payback to run using my GPU in the program settings (it was set as automatic). My CPU usage went from 97-100% to about 65-70%. Doing this same process on other games fixes numerous other performance issues too
Mentioned 3 with mc2 - MCLA (as in MC2 through MCLA, inconsistent with the rest of my initial list I know but I got lazy. I also hope that someone (op) on the official NFS subreddit has played at least one other NFS game that isn't payback.
