Jan 2, 2021 · Ok..so I tried your GTA vice city 10 year anniversary repack yesterday and couldn't open the exe. Tried all the compatibility things, ran as admin. The game wouldn't launch. It is running though in the task manager, and every additional double click creates a new one running in task manager. However nothing launches.

One is modding of actual assets (putting new car with new model/texture for example) that uses OpenIV, second is native modding (injecting DLL to access internal functions, so let's say, by pressing F1 you can spawn a flying bike).
