The rules saying otherwise probably date to before March 2022 when airside transits were not allowed. Many airline checkin representatives have stopped asking for Air Suvidha (even for people who require it).

Australia is your country of origin, but they will probably ask you to input only the information for your Singapore - India flight. As the other Redditor said, nobody checks it anymore.

Got the pdf on link immediately and printed 3 copies. Went to dxb airport, checked in (emirates checked all air suvidha documwnts) landed in Delhi.

Note that the exemption approval comes from the respective state government, not Air Suvidha, so you might have to try calling the state govt helpline if nothing else works.
