I managed to access camera after a Reset and connecting it DIRECTLY to PC adding external power source ( i did not have Poe switch) and manually putting PC and camera in same subnet, so i logged into it via 192.168.1.64 directly and changed the IR mode to DAY only.

Feb 23, 2016 · The latest Hikvision cameras all come shipped with a default IP address of 192.168.1.64. Your Hikvision NVR may be shipped with a default IP of 192.0.0.64, or be ready for use via DHCP. Obviously, these may not be able to be accessed on your network due to them being on a different subnet, and so their default IP may need to be changed.
We're asked quite frequently what the RTSP URLs are for Hikvision cameras, in order to use a program like VLC to decode the stream directly from the camera, or perhaps to instead embed the stream into a web page. Many VMS programs require you manually add the RTSP stream from the camera, in which case you'll need to know Hikvision's RTSP format.

Nov 19, 2015 · 2.If step 1 not ok,change PC's ip to 192.168.1.xx,and ping camera,check whether ping success. If SADP can already see the camera, the ping will be successful. But - maybe your PC is not on the same IP address range as the camera which is at 192.168.1.64.
Nov 6, 2015 · I have tried all kinds of URLs that works perfectly for Hikvision IP cameras, but not for NVR. I guess that they use very similar software, there should be way to aquire still images from NVR as well. Could someone help me with this issue?
