Chancellor of New York. On July 30, 1777, Livingston became the first chancellor of New York, which was then the highest judicial officer in the state. Concurrently, he served from 1781 to 1783 as the first United States Secretary of Foreign Affairs under the Articles of Confederation.

Robert Livingston (born Dec. 13, 1654, Ancrum, Roxburghshire, Scot.—died Oct. 1, 1728, Clermont, N.Y. [U.S.]) was an early American landowner, politician, and merchant who founded the prominent Livingston family of New York state and laid the basis of his family’s material fortune.
In 1801, President Jefferson appointed Robert Livingston resident minister at the court of Napoleon. It was he who negotiated the Louisiana Purchase from the French. He was also a patron of Robert Fulton, who refined the steam engine. Chancellor Livingston died on the 26th of February, 1813, at the age of sixty six.
