There were indications Azerbaijan’s government may have engaged in politically motivated surveillance in Armenia (see the Country Report on Human Rights Practices for Azerbaijan). On May 25, in a report on the use of Pegasus spyware in the Azerbaijan-Armenia conflict, Access Now stated it was unaware of any technical evidence indicating the Armenian government had ever utilized Pegasus, but the government was believed to be a user of Cytrox’s Predator, another spyware product.
