John Horter Williams was born August 17, 1918 in Havana, Cuba to parents Charles Pettigrew Williams (1881-1927) and Alice Magruder Dyer (1895-?). In 1940, he graduated Yale University's Sheffield Engineering School with a degree in civil engineering.
