I think that Vic saved Frank's life by robbing him at the end, cause he had no reason to go to Milo's anymore, even if he believed that he can solve the problem by bringing just part of the debt, sure he knew that he can't show up with nothing in hands.

The beginning is so hopeful, and the end so hopeless. That lonely scene by the empty pool reminded me of the end of Godfather II...the isolation of the crime lord who has virtually no one left. I like also how “Pusher III” kind of turns the first two films on their head and reverses a bit.
