CUCPL. Upgradation works will be proposed in a district only if no new connectivity remains to be taken up. The selection of roads for upgradation will be done on the basis of a Road Condition Survey of the Core Network of the District which will establish a Pavement Condition Index (PCI) on a rating scale.
