Along with Pherozeshah Mehta and Kashinath Trimbak Telang, he was largely responsible for forming the Bombay Presidency Association in 1885, a body which championed Indian interests and hosted the first meeting of the Indian National Congress in Bombay at the end of 1885.
He became the Municipal commissioner of Bombay Municipality in 1873 and its president four times – 1884, 1885, 1905 and 1911. Mehta was one of the founding members and President of the Indian National Congress in 1890 held at Calcutta.
The Bombay Presidency or Bombay Province, also called Bombay and Sind (1843–1936), was an administrative subdivision (province) of British India and later the Dominion of India, with its capital in the city that came up over the seven islands of Bombay.
In 1885, he founded the Bombay Presidency Association with the aim to inculcate political and intellectual consciousness among Indians and unify them politically. Tyabji has been a staunch supporter of the Indian National Congress since its founding.
In 1885 he helped to found the Bombay Presidency Association and virtually ran it all by himself. Soon afterwards, the Indian National Congress held its first session in Bombay under its auspices; and Tyabji and Camruddin Tyabji (his brother) were among its delegates.
