During the period that has elapsed since 1899, the Stamp Act has been amended several times. The most important amendments were made in 1904, 1906, 1910, 1923, 1927 and 1955. The last mentioned amendment is the most important from the point of view of the territorial application of the Act.
Before we proceed to consider in detail the various parts of the section, it would be convenient to emphasise certain general conditions for the charge of duty which are incorporated in the section. In general, there is no charge of Stamp duty under the section unless the following conditions are satisfied:-.
